A total lock pins the wheel and the swivel head together, so the heaviest cart holds square and cannot creep or rotate even on broken concrete, and the roller bearing carries the E-line load at a walk. The 8-inch diameter rolls over expansion joints and broken concrete that stop a smaller front, the 4 by 4-1/2 top plate bolts to a flat deck, and the wider 2-inch Pemco TPR rubber on a polypropylene core stays soft and quiet with no marks.
