The top plate bolts to a flat frame for a solid mount, the top lock brake stops the wheel so the cart holds at a bench, the soft rubber tread cushions a light load and leaves no mark, the 3-inch wheel keeps the deck low, and the plain bore suits slow moves between stops. Confirm your bolt pattern matches the 3-5/8 by 2-1/2 inch plate before you order. It is the bolt-on braked rubber swivel for a light flat-framed cart that parks often.
