The ball bearing rolls a loaded cart easy while you move it, the total lock pins the wheel and the swivel so the cart neither rolls nor turns once parked, the HI-TECH polyurethane tread resists flat-spotting and stays non-marking, and the plate bolts to a flat frame. Confirm your bolt pattern matches the 3-5/8 by 2-1/2 inch plate before you order. It is the tough easy-rolling fully-locking big-wheel polyurethane swivel for a busy flat-framed cart that must hold its spot.
