A top-lock brake stops only the wheel, but the total lock pins the wheel and the swivel together, so the cart neither rolls nor turns when you step on it, the plate bolts to a flat frame, the tall 5-inch Performa rubber tread cushions the load and clears the biggest thresholds, and the Delrin bearing rolls dry.
