Set this 8-inch total-lock phenolic swivel on the corners of a heavy hand-pushed cart that crosses dock plates and then has to park dead-still, where a ball bearing eases the steer and the total lock pins the cart.

The total lock pins the wheel and the swivel together in one pedal, so the loaded cart cannot roll or pivot once it is set. The wheel is hard resin-bonded phenolic from Pemco, shrugging off oil, grease, and solvent from -45°F to 250°F. The precision ball bearing cuts the steer effort so even an 8-inch wheel under load turns with one hand, the tall wheel bridges dock plates and broken floor, and the brown phenolic wheel bolts on through a 4 by 4-1/2 inch top plate.
