Set this 6-inch total-lock phenolic swivel on the corners of a heavy hand-pushed cart that steers light and then parks dead-still, where a ball bearing eases the steer and the total lock pins it on a slope.

The total lock pins the wheel and the swivel together in one pedal, so the loaded cart cannot roll or pivot once it is set. The wheel is hard resin-bonded phenolic from Pemco, shrugging off oil, grease, and solvent from -45°F to 250°F. The precision ball bearing cuts the steer effort so a loaded cart turns with one hand, the tall 6-inch wheel clears seams and debris, and the brown phenolic wheel bolts on through a 4 by 4-1/2 inch top plate.
