Set this 6-inch total-lock swivel on the corners of a heavy hand-pushed quiet-area cart that steers light and then parks dead-still, where a ball bearing eases the steer and the total lock pins it on a slope.

The total lock pins the wheel and the swivel together in one pedal, so the loaded cart cannot roll or pivot once it is set. The wheel is Pemco's Thermo-Rubber donut tread on a polypropylene core, a soft grey thermoplastic rubber that rolls quiet, leaves no marks, and cushions floor seams. The precision ball bearing cuts the steer effort so a loaded cart turns with one hand, the tall 6-inch wheel clears seams and debris, and the 4 by 4-1/2 inch top plate bolts to a flat deck.
