Set this 8-inch total-lock swivel on the corners of a heavy hand-pushed quiet-area cart that crosses thresholds and then has to park dead-still, where a ball bearing eases the steer and the total lock pins the cart.

The total lock pins the wheel and the swivel together in one pedal, so the loaded cart cannot roll or pivot once it is set. The wheel is Pemco's Thermo-Rubber donut tread on a polypropylene core, a soft grey thermoplastic rubber that rolls quiet, leaves no marks, and cushions thresholds and floor seams. The precision ball bearing cuts the steer effort so even an 8-inch wheel turns with one hand, the tall wheel bridges thresholds and elevator gaps, and the 4 by 4-1/2 inch top plate bolts to a flat deck.
